Synopsis

A year after the Draco Governors fell, the world called it peace. From Thinx Tower, Billy watches Chicago glitter and does not trust the lights. Encrypted traffic, dead accounts, and heat under Antarctic ice resolve into three words: Fourth Shadow Initiative. The war that follows cannot be won by destroying armies. It can only be won by taking apart the structures that let hatred come back.
